Illinois offers multiple down payment assistance programs for first-time and repeat buyers. Here are the top programs and how to qualify in 2025.
The Illinois Housing Development Authority (IHDA) administers the most widely available assistance programs for Illinois homebuyers.
IHDA Program Options
IHDAccess Forgivable: 4% of purchase price (up to $6,000) — forgiven after 10 years if you stay in the home. No repayment required.
IHDAccess Deferred: 5% of purchase price (up to $7,500) at 0% interest — repaid only when you sell, refinance, or pay off the mortgage.
IHDAccess Repayable: 10% of purchase price (up to $10,000) at 0% interest — repaid in monthly installments over 10 years.
General Eligibility
Meet income limits (generally $100,000-$130,000+ by county), minimum credit score 640, complete a HUD-approved homebuyer education course, primary residence only.
City of Chicago
The Chicago INVEST DPA program provides up to $60,000 for income-qualifying buyers in Chicago — one of the most generous local programs in the state.
