Down Payment Assistance Programs in Florida 2025
Florida Housing Finance Corporation offers multiple programs to help buyers with down payments and closing costs statewide and in major markets.
Florida Housing Finance Corporation (Florida Housing) administers the most widely available DPA programs statewide.
Florida Housing Programs
Florida Assist: Up to $10,000 as a 0%, non-amortizing deferred second mortgage. Repaid only when you sell, refinance, or pay off the first mortgage. No monthly payment.
Florida HLP: Up to $10,000 at 3% interest over 15 years (approximately $69/month).
General Eligibility
Meet income limits (vary by county), credit score typically 640+, primary residence only, homebuyer education course required.
Local Programs
Jacksonville, Miami-Dade, Hillsborough County (Tampa), Palm Beach County, and Orange County (Orlando) all have local programs that can be layered with state programs for maximum benefit.
Military and Veterans
The Salute Our Soldiers Military Loan Program provides below-market rates and up to $7,500 in DPA for veterans and active duty purchasing anywhere in Florida.
